The MIssion of the Risk Management Division is to protect the County and its workforce against human, environmental, physical, and financial exposures and risks.
ABOUT THE POSITION

This position is responsible for the direction and coordination of the County's risk management programs and activities and involves planning, organizing and managing the administration of the County's Risk Management Division, including: County-wide and department-specific Workers' Compensation, loss prevention, occupational health and safety, risk transfer, risk funding, professional services contracts, general liability, ergonomics, and County-wide insurance programs and portfolio. The role performs professional-level risk identification and analysis, recommending and implementing appropriate risk control/financing processes and strategies, and monitoring results for effectiveness. The position is also responsible for ensuring a safe, secure and healthful work environment in compliance with State and Federal regulations.

This is an excellent opportunity for a manager who excels at program evaluation and change management. The Risk Division was recently reorganized into the County's Human Resources Department and both Risk's team and HR leadership are excited to elevate the services of this important function for the County. The Risk team currently consists of the Risk Manager, a Workers' Compensation analyst, a safety officer, and an administrative technician. Plans are underway to develop a consolidated leave management program for both occupational and non-occupational leaves.

QUALIFICATIONS
Knowledge of:

Principles and practices of risk management; including but not limited to: self-insured workers' compensation programs, safety and loss control, contracts/agreements/leases; insurance and claims management; occupational health and safety, and asset protection programs.

Principles and practices of statistical analysis and reporting, program evaluation, policies and operational needs.

Public administration principles and practices, including organization and structure in a public entity setting.

Principles and practices of budget development and administration, organizational planning, program planning and personnel management.

Applicable laws and regulations, including but not limited to: CalOSHA, Americans with Disabilities Act (ADA), California Fair Employment Housing Act (FEHA) federal, state and local environmental and industrial safety regulations and California's Workers' Compensation regulations.

Principles and practices of contract administration, public liability, principles of risk transfer and risk funding, insurance, indemnification and underwriting.

Investigation and adjustment techniques related to injury and damage claims.

Modern technology, systems and software designed to assist in the management of information.

Principles and techniques of supervision, teambuilding, goal setting and effective management and mentoring methods.

Modern records and office management principles, practices and procedures.

Principles of diversity and inclusion involving individuals, both internal and external to the organization.

Ability to:

Coordinate and oversee multiple activities related to a variety of loss prevention programs.

Interpret, apply and communicate State and Federal regulations and statutes, and principles, practices and County policy relative to self-insurance and risk management.

Plan, supervise, coordinate, review, and evaluate the work of others.

Direct and coordinate the work of third-party program administrators and adjusters.

Analyze insurance policy provisions to determine compliance with County requirements and adequacy of coverage and exclusions.

Remain current with industry developments, practices, and activities to ensure the use of 'best-practices' in all aspects of the County's risk management responsibilities.

Maintain cooperative relationships with County staff and leaders, appropriate local, state, and federal agencies, and others contacted in the course of the work.

Prepare accurate, clear, concise and complete reports, policies, procedures, and other written materials.

Evaluate statistical data and effectively present facts, conclusions and recommendations.

Act as a liaison to advise and/or resolve differences between departments with minimal direction.

Develop and implement policies and procedures to meet the changing needs and trends of the organization and legal requirements.

Communicate effectively.

Work extended, weekend, holiday and off-hours during emergency situations.

MINIMUM QUALIFICATIONS: Any combination of education, training and experience that would provide the knowledge and abilities listed. Typically, this would include five years of professional level experience in preferably at least two of the following areas: risk management, occupational health and safety, loss control, claims administration, liability and casualty insurance or finance and two years of supervisory experience. Related professional certification(s) in the functional areas of the position are desired.

LICENSES:
Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
