Brief Job Description:

Under the eDiscovery Director (EDS), provide eDiscovery services in collaboration with Texas Health and Human Services (HHS) divisions, Legal, Program, and Information Technology (IT). This role is part of IT's Administration & Finance. Performs complex computer systems analyses, involving planning and analyzing user needs to automate processes or improve systems. Works under limited supervision with significant initiative and independent judgment.

Essential Job Functions (EJFs):

- Supports the eDiscovery Services team with requests from the Texas Office of Attorney General (OAG), Office of Inspector General (OIG), and HHS Legal and program staff for litigation or open records discovery.
- Evaluates eDiscovery needs and determines the best approach. Collaborates with eDiscovery attorneys and management to ensure proper data preservation, collection, processing, review, and production (20%).
- Develop, execute, and maintain PowerShell scripts for Exchange and O365 (email, OneDrive, SharePoint) and other reporting functions (10%).
- Forensic data collections from devices, including end user and mobile devices. (10%)
- Gather and upload native files, text files, and images into litigation databases. Prepare data for examination and review. Deliver relevant information as specified. (10%)
- Identify, analyze, and solve end user problems and resolve issues related to eDiscovery applications and database issues. (10%)
- Collaborate with IT staff from all relevant agencies to assure eDiscovery services are fulfilled and to develop agency processes and procedures for eDiscovery. (10%)
- Administer, support, and maintain the eDiscovery platform hardware, software, application, and data. (10%)
- Archive all cases as requested by legal and approved by EDS Director. (10%)
- Provide training for existing and new software to legal staff, attorneys, open records staff, and others as needed. Create and update training materials as needed. Provide annual and ongoing software training. (5%)
- Other duties as assigned. (5%)
- Planned and unplanned afterhours work required as necessary to meet schedule requirements.

Knowledge, Skills, and Abilities (KSAs):

Knowledge of:

Knowledge of 365 Administration using Microsoft Purview Compliance Center
Knowledge of various Forensic data tools such as Encase, FTK (Forensic Toolkit), iMazing, System Crawler, Cellebrite
Knowledge of eDiscovery EDRM (Electronic discovery reference model) cycle.
Knowledge of eDiscovery and Litigation Support processes.
Knowledge of Relativity

Skill in:

Experienced in supporting systems, running PowerShell scripts.
Proficient with IT tools for research, testing, and troubleshooting.
Adept at using Microsoft Office (Excel, Word, PowerPoint, Visio).
Skilled in Boolean searches.
Effective communicator and documentation creator; collaborates well with legal teams, eDiscovery team, and service providers.

Registrations, Licensure Requirements or Certifications:

Prefer relevant certifications: eDiscovery Certifications such as CEDS, Project Manager PMP, Relativity Certification, Encase certification.

Initial Screening Criteria:

A degree from an accredited four-year college or university with a major in computer science, management information systems, or a related field is generally preferred. Education and experience in technology can be substituted for each other on a year-for-year basis. A minimum of three years of experience working in technology.

Relevant or related experience in Power Shell scripting, application testing, eDiscovery processing or review platforms, Forensic data collection tools and collaboration with legal teams is preferred.
