FMS Program Analyst, Senior
The Opportunity: As a program management analyst for Foreign Military Sales (FMS) projects, you know the complexities of supporting a project from concept to completion. Many FMS programs require a significant investment of limited resources, and it's imperative to keep the project on a productive path. That's why we need you, an experienced program management analyst who can help ensure success through careful analysis and effective communication.
On our team, you will support an FMS program. You will develop and analyze cost, schedule, and performance data and have regular interactions with U.S. government and international partners. You will perform receiver handling and integration reviews (RHIRs) and site security surveys. You will coordinate the development and implementation of security cooperation and assistance in support of the program office, including planning, communication, outreach, and foreign customer support services. You will identify and analyze solutions supporting the successful delivery of complex security and cooperation programs. You'll help determine and refine program requirements.

You Have: - 8+ years of experience in the specification and evaluation of GPS user equipment, including the development of top-level architectures for GPS Navigation Warfare (NAVWAR) advanced technology-based systems, preparation or review of Technical Requirements Documents, Interface Control Documents, Test Plan or Procedures, and Test Reports
- Experience with laboratory and field testing of prototype and operational military systems, preferably those incorporating GPS capability, including development and evaluation of test plans or procedures, test reports, and on-site test support
- Experience in the application of adaptive signal processing techniques for enhancement of military systems performance such as GPS in stressed environments, including jamming and spoofing
- Experience working with foreign clients and export control, including International Traffic in Arms Regulation (ITAR) issues
- Experience analyzing and assessing international security cooperation policy
- Knowledge of Military GPS User Equipment and Protected Positioning Service (PPS) signals
- Ability to travel up to 25% of the time
- Secret clearance
- Bachelor's degree in an Engineering field
Nice If You Have: - Experience with DoD program budgets and Comprehensive Cost and Requirement System (CCaR) inputs
- Knowledge of GPS PPS Security Policies as they relate to Foreign Military Sales (FMS)
- Ability to work with foreign nations, including their developers and integrators, to assess conformance to U.S. GPS PPS Security Policy, including Facility Security, Third-Party Transfers, Demilitarization, or Inventory Control and Accountability
- Possession of excellent problem-solving, research, and analysis skills
- Possession of excellent verbal and written communication skills, including presentation skills
- TS/SCI clearance
- Master's degree in an Engineering field

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
