As an ARPA-H (Advanced Research Projects Agency for Health)
Basic Subject Matter Expert-SME- (Cybersecurity Engineering) for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis, you will be part of our Health Solutions account team, where you will leverage your cybersecurity engineering experience for research and development (R&D) programs throughout their lifecycle, directly supporting Federal PM and the ARPA-H leaders to deliver transformative, sustainable, and equitable health solutions for the Nation.

Role Description:Noblis is seeking a detail-oriented and experienced
Basic SME- Cybersecurity Engineering to join our team at ARPA-H (Advanced Research Projects Agency for Health).
As an ARPA-H
Basic SME-Cybersecurity Engineering (ITDI) you will be responsible for leading all cybersecurity engineering related activities, including developing and maintaining the ARPA-H Cybersecurity Engineering concept of operations (ConOps).
Responsibilities and Duties:- Lead all cybersecurity engineering related activities
- Developing and maintaining the ARPA-H Cybersecurity Engineering concept of operations and associated standard operating procedures;
- Provide guidance, analysis, and expertise for conducting cybersecurity operations and risk management.
- Designs, tests and implements state-of-the-art secure operating systems, networks, and database products. Conducts risk assessment and provides recommendations for application design.
- Handles a wide range of security issues including architectures, firewalls, electronic data traffic, and network access. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal.
- Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research.
- Designs and develops new systems, applications, and solutions for external client enterprise-wide cyber systems and networks.
- Responsible for analysis, evaluation, and recommendations designed to promote economy, efficiency, and effectiveness in the client's security program. Builds and maintains trusted relationships with clients.
- Maintain awareness of, and performs analyses of, evolving cybersecurity policy type matters such as best practices, cybersecurity reform efforts, updates to cybersecurity policy, regulations, and legislative changes.
- Provide expertise and advice regarding cybersecurity policies and approaches.
- Proactively identify cybersecurity-related risk areas highlighting impact to mission and proactively developing solutions.
- Capture meeting minutes and lessons learned and incorporates solutions to action items and acquisition process improvement methodologies.
- Manage and respond to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
- Provide Noblis-internal leadership, including:
- Possible line management responsibilities.
- Providing professional development and mentorship for teammates.
- Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis' BD team.
Required QualificationsThe candidate must have the required qualifications:
- A minimum of 10 years past work experience in Basic SME- Cybersecurity engineer role, such as a Cybersecurity Engineer preferably in a governmental research or scientific organization
- Master's degree in Cybersecurity or related field is required.
- U.S. Citizenship is required.
- Experience in developing cybersecurity concept of operations.
- Strong organizational and analytical skills
- Knowledge of R&D industry cybersecurity trends, policies and procedures.

- Ability to adapt quickly to changing requirements and handle frequent changes as needed.
- Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving problems.
- Excellent communication, collaboration, and interpersonal abilities to mediate priorities and negotiate with vendors, team members, and stakeholders
- Experience from existing Advanced Research Projects Agencies (e.g. IARPA, DARPA, HSARPA, ARPA-E) is strongly desired.
- Experience supporting federal agency program managers and leaders is preferred.
- Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
- Proven results-oriented problem-solving abilities.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Experience preparing and reports, schedules and status inputs
- Perform analysis and evaluation to design, implement, test and field secure systems, networks, and architectures
- Assessing system compliance against federal security requirements
- Develop, implement, and enforce information systems security policies ensuring system security requirements are addressed during all phases of the acquisition and Information System (IS) lifecycle.
- Identify deficiencies and providing recommendations of risk mitigation to customer.
- Support the Government to resolve conflicting system security engineering requirements.
- Develop program technical publications such as Systems Engineering Plans (SEP), Technical Plans, Analyses and Reports, Risk Assessments, Security Concepts of Operations (SECONOP), Program Protection Plan, Anti-Tamper Plan, Cybersecurity Strategy, Technology Development Strategies, Test Plans, procedures and reports, System Security Plans
- Coordinating with other system SMEs to identify and develop authorization boundary diagrams, architecture diagrams, and hardware and software inventories
- Working with system administrators, engineers, and developers to update system/site policies, procedures, and process guides
- Maintaining awareness and knowledge of evolving security and risk management standards and communicate and apply relevant changes to existing processes
- Attending and participating in regular program status meetings to facilitate progress and address potential issues
- Actively participating in working group meetings to identify, plan, and execute strategies in response to emerging ARPA-H cybersecurity policies

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
