Duties - Plans, directs, and administers a comprehensive program focused on investigating allegations of employee misconduct, waste, fraud, abuse and/or mismanagement. Supervises staff in planning, scheduling, assigning and evaluating work priorities.
- Provides advice and counsel to the Internal Affairs staff on technical and administrative matters.
- Initiates inquiries and investigations into misconduct, fraud, waste and abuse of Agency resources.
- Conducts assessments of sensitive and complex problems and/or issues affecting FSIS as an organization.
- Coordinates with OIG, OGC and individual program areas to report final case dispositions. Prepares written reports and briefs the Administrator, Deputy Administrator, Chief Operating Officer and Chief of Staff on findings and recommendations.
- Supervise the Internal Affairs staff in regard to planning, scheduling, assigning and evaluating work priorities.

QualificationsApplicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below:
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration at the GS-15 grade level.)
For the GS-15 level: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that demonstrates:
1. Experience in governing statutes, regulatory authority and established procedures in authorizing, overseeing and reporting on administrative personnel investigations.
2. Experience in supervising direct reports responsible for planning, executing, and documenting investigations, including investigations into misconduct, waste, fraud, abuse and/or mismanagement.
3. Experience in reporting investigative findings both orally and in writing to senior level management as well as internal and external entities.
4. Experience and proficiency in managing investigative records, to include knowledge of retention, confidentiality and safeguarding policies.
