Examples of DutiesThe progressive, and welcoming City of Tigard has a job opportunity for a Senior Human Resources Business Partner to join an amazing HR team! This position cultivates partnerships and exceptional customer service with City employees and teammates supporting City initiatives and objectives. The City HR team is looking for a candidate who has strong time management skills, exceptional written and verbal communication skills, is comfortable and experienced interpreting HR Data Analysis, and is experienced in supervising other HR employees and programs in a union environment.
In this role: You will serve as a supervisor and leader reporting to the HR Director. With minimal oversight, you will be responsible for HR operations, supporting and leading effective HR initiatives, and ensuring adherence to organizational processes and policies. You will also:
- Provide strategic recommendations in support of operational efficiencies and compliance.
- Utilize HR best practices to ensure legally compliant, fair, and timely resolutions.
- Be a trusted advisor for HR-related topics and best practices.
- Exhibit a comprehensive understanding of Title VII, EEOC, BOLI, DOL, and Leave Act processes, requirements, and compliance.
- Review, attend, and participate in employee discussions, disciplinary meetings, and terminations.
- Partner with City departments to communicate and provide guidance on various HR policies, procedures, laws, standards, and other government regulations as well as recommendations on talent planning and succession planning.
- Analyze trends and metrics in partnership with the HR team to develop solutions, programs, and policies.
- Provide day-to-day performance management guidance to supervisors and managers including coaching, counseling, and career development.
- Work closely with supervisors and managers to improve work relationships, build morale, and increase productivity, positivity, and retention.
- Provide Collective Bargaining Agreement guidance.
- Identify training needs for business units and individual executive coaching needs.
- Participate in evaluation and monitoring of training programs.
Minimum Qualifications Education and Experience:Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, human resources, or a related field AND
- Five (5) years of human resources generalist experience in designing, developing, and implementing human resources programs, including some lead or supervisory experience.
Desired Attributes in addition to the minimum qualifications- 2+ years leading an HR function and team.
- 2+ years of professional experience in employee/labor relations, HR data analytics, HR operations, and HRIS administration.
- Strong analytical and problem-solving skills.
- Experience working in a union environment or public sector
