EDUCATION and/or EXPERIENCE (Program & Contract Management)
Bachelor's degree in engineering, Architecture or a related discipline and a minimum of eight years of progressive experience as a Project Manager. Project Management experience should include the planning, design, management and administration of large-scale design/construction and rehabilitation projects. Transit system experience preferred. Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts with both public and private organizations is desired. Highly developed skills in speaking, writing, analytical thinking, problem solving, and management are necessary. In lieu of a degree, a Project Management Professional certification and directly related work experience may be substituted on a year-for-year basis, in addition to the required years of work experience.

SUMMARY
Manages the Capital Improvement Program for the department. Coordinates and supervises project management work performed within the department. Responsible for development and implementation of project management plans and strategies in support of MARTA's long-range Capital Improvement Program, the Authority's Strategic Business Plan, as well as the Division of Safety's strategic planning efforts. Duties include initiation and definition of capital projects and development, execution, and transition of project plans related to safety and environmental compliance. Serves as program manager coordinating and directing staff assigned to carry out major capital projects. Responsible for managing the operating budget for project management staff. Develops and implements policies and procedures necessary to perform sound project management methods and functions. ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Manages the activities and oversees staff responsible for managing the execution of capital projects.
2. Develops plans, strategies, goals and objectives to implement the Capital Improvement Program.
3. Manages the development of project scope, schedule, and budget for capital initiatives, including condition assessments, alternative analysis, risk assessments and preparation of business cases.
4. Develops and implements policies and procedures necessary to perform sound project management methods and functions.
5. Prepares and implements project management plans to guide project activity, including communication plans, risk management plans, change management plans.
6. Manages work performed by staff, consultants and contractors engaged in planning, designing, and executing capital projects, preparation of bid documents, agreements, construction or rehabilitation, testing and acceptance.
7. Serves as program manager supervising and overseeing staff assigned to carry out capital projects, including system acceptance and integration of new business processes.
8. Monitors and controls the progress and performance of capital projects, including costs, schedule, scope changes, safety, and quality.
9. Ability to make recommendations and presentations to the Board of Directors on project related matters. Directs the preparation of agreements with entities such as public agencies, private utilities and railroads connected to capital projects. Represents the Authority with local, state and federal agencies, community organizations, professional associations and other similar groups.
10. Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Supervises project management staff, including project managers and support staff. Also responsible for managing project teams, including MARTA project support staff, architectural and engineering consultants and contractors. Interviews and hires new employees and when necessary, recommends disciplinary actions and discharge of subordinates. Evaluates employees' performance, identifies staff development and training needs and prepares performance development plan.
