We are looking for a motivated
Senior Project Manager to help lead and expand our Municipal + District Finance Team in the areas of Development Impact Fees, Rates and Connection Fees, District Formation and Administration, Stormwater Fees, Development Services, Cost Estimating, Reimbursement Reviews, and Change Order Reviews. The ideal candidate will have strong project management skills and a background in at least one of the following areas; development services, construction management, change order reviews, fee and rate development, assessment districts, cost estimating, or other similar field.
Harris has offices scattered throughout CA including Sacramento, Concord, Irvine, San Diego, Salinas, Los Angeles, and Ontario. The ideal candidate would work in a hybrid environment,
working one to two days per week out of either our Sacramento, Concord, Irvine, or San Diego offices, with the balance of time working in a suitable home office.Responsibilities & DutiesThe Senior Project Manager will be responsible for the successful management of projects and for growing and expanding our reimbursement review services which includes, but is not limited to, the following responsibilities and duties:
- Provides oversight on multiple concurrent projects to successfully deliver projects on time and within budget.
- Independently managing all aspects of projects, including directing work products, interfacing with the client, overseeing junior staff, maintaining project schedules, and monitoring project budgets.
- Leads reimbursement review projects including change order reviews, oversees the preparation of engineer's reports, reviews technical studies and masterplans, oversees the preparation of cost estimates, reviews and assists in preparing credit and reimbursement agreements.
- Leads client and public meetings, including presentations to government/elected officials.
- Acts as the main point of contact for clients and is responsible for project coordination.
- Leads, trains, and mentors' junior staff to complete project assignments.
- Delivers excellent service to clients with a proactive, solution-oriented, and collaborative approach.
- Leads business development activities such as proposal writing and client interviews.
- Communicates clearly with supervisor, staff and other colleagues to address both project and staff issues that may arise.
Required Qualifications & Skills- Bachelor's Degree in Civil Engineering, Engineering Management, or related field. MBA preferred but not required.
- Licensed Engineer in California with ability to obtain Nevada license
- A minimum of 12 years of experience, including 4 years managing projects and supervisory experience.
- Must be an analytical thinker, excellent writer and communicator, well organized and detail oriented.
- Must be able to use MS Office, including advanced writing (for reports, memos, etc.) and advanced Excel, to prepare and review work products.
- Ability to manage and lead multiple complex projects, completing projects on time and within budget.
- Ability to perform QC to ensure accuracy and quality of all deliverables, including work of junior-level staff
- Must be able to multi-task and manage time to meet time-sensitive deadlines, schedules, budgets, interact with clients, manage staff, oversee quality control, and make presentations to stakeholders.
- Ability to travel within California and Nevada as needed.
- Ability to cultivate trusted advisor relationships through quality technical service and effective interactions.
- Ability to lead proposal, pursuits and engage successfully in client management activities.
- Be proactive, solution-oriented, collaborative, and work well with different team members in an efficient manner.

Compensation and BenefitsThe annual salary range for this position is $150,000 to $175,000. This will be dependent on the experience, expertise, and geographic location of the incoming candidate.
