The Talent Services Department of the Johns Hopkins University Applied Physics Laboratory has an opportunity for a dynamic Deputy Head of Talent Acquisition (Asst. Group Supervisor) to partner with the overall Head of Talent Acquisition (Group Supervisor) to lead a 40+ person team. You will enhance recruiting programs, including sourcing, analytics and branding, with a focus on recruiting for top talent. You will act as a talent acquisition business partner and talent advisor who works closely with senior business leaders and other TSX (HR) partners. You will help to oversee the STEM program office, and the recruiting team to set and drive recruiting goals, processes, and metrics.

- Your main responsibility will be to improve and deliver full-cycle recruiting strategies, policies and procedures to build highly-qualified and diverse talent pipelines
- You will co-lead all aspects of a sourcing organization, tasked with building diverse candidate pools, identify talent challenges and work issues to resolution
- You will serve in an advisory capacity to recruiting programs to include employment branding and advertising, temporary workforce vendors, workforce planning, college recruiting, military recruitment programs, intern program and STEM outreach and education
- You will identify important metrics, develop relevant service level agreements and lead team and organizational performance to these established goals
- You will implement and refine candidate screening methodologies to ensure fair assessment and a positive candidate experience
- You will co-lead the functional ownership of iCIMS, our ATS and CRM ensuring an optimized platform and relevant documentation of the business process
- You will co-lead the functional ownership of the onboarding workstream of Workday
- You will develop and refine training for hiring teams, ensuring APL 's interview and offer processes are efficient and have a focus on a positive candidate experience
- You will actively recruit for executive, surge or hard-to-fill openings
- You will maintain compliance with OFCCP regulations, supporting adjustments in process and policy as needed.

QualificationsYou meet our minimum qualifications for the job if you have ...
- Bachelor's degree in Human Resources, Business Administration or a related subject area or equivalent experience
- 10+ years of recruiting experience and 5+ years of experience mentoring, leading and direct management of a corporate recruiting team
- Experience with most effective sourcing approaches
- Ability to influence partners and inspire change using effective presentations and data to support decisions
- Ability to work with different levels of leadership to effectively influence without direct management authority
- Experience with of industry and technology trends, compensation and benefits
- Experience in data analysis and extraction
- Applicant selected will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship and must be able to obtain a secret clearance.
