Summary Objective
The purpose of this position is to supervise and manage a wide range of metro planning projects including the 25-year vision plan and collection of supporting neighborhood, small area, district and connectivity plans. Coordinate planning and development projects with other divisions and departments as well as affiliated nongovernmental agencies and contractors and participates in intergovernmental coordination.
This class formulates long-range goals for the organization, develop policy and position papers and negotiates with the chief administrative officer and/or elected officials.

ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
•Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
•Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
•Directs and continues development of a comprehensive communications strategy and a successful fundraising strategy.
•Develops Requests for Proposals for consultant services and negotiates consultant scope of services and fee proposals.
•Edits and prepares project presentations, reports and communications.
•Prepares correspondence on behalf of the mayor and citizen project leaders.
•Directs, coordinates, monitors, and continues to develop and define scope of the current VisionLouisville contractors.
•Directs and continues to plan and organize the community engagement process to discuss and gather citizen input in the vision plan.
•Directs and continues to develop the vision and ensures the mayor’s goals and long-range planning are consistent with the vision as being defined and developed.
•Leads project management and budget management for the full lifecycle of planning.
•Responds to requests and questions from the Metro Council.
•Reviews long range and current planning activities to understand probable conflicts and opportunities for better policy alignment.
•Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
•Bachelor’s degree in business or public administration or related discipline.
•Eight (8) years of government or comparable nongovernment organization leadership and management experience or an equivalent combination of education, training and experience.

•Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
