SUMMARY
The District Engineer primarily oversees the execution of design and construction projects and provides senior leadership and program management skills for the successful completion of capital improvement and development projects.. This position requires a fundamental knowledge of program management, construction administration, and water resource engineering including surface and groundwater hydrology, hydraulics, water and wastewater treatment, and piping and pumping systems. The District Engineer also performs duties as the Assistant General Manager when necessary and has the authority to act on matters on the General Manager’s behalf as delegated by the General Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES
•Directs, leads, and supports staff and outside consultants in managing and executing design and construction of GVSUD projects. Regularly track adherence to budget and schedule, produce reporting on project status, conduct project meetings, and keep all project documentation current.
•Manages project and program schedules and identifies risks, required mitigation measures, and critical path items for successful implementation of projects and programs.
•Determines business strategies and develops practices and processes that will create an effective organization.
•Leads, selects, and develops a team of professionals charged with effectively executing initiatives of the department.
• Supervises, evaluates, and determines compensation of personnel.
•Trains and mentors employees and facilitates interdepartmental teamwork.
•Develops and implements measures to analyze and improve organizational efficiencies.
•Oversee and monitor the development, implementation, and tracking of the Capital Improvements Program and budget.
•Collaborate and interact with contractors, consulting engineers, and project developers.
•Provide technical support for GVSUD’s operations including the preparation of design drawings, specifications and construction documents.
•Oversee and/or conduct engineering and environmental studies and assessments.
•Stay technically competent in all related areas of water resources and environmental engineering.
•Prepare project and program budgets and contracts.
•Provide technical support for special projects assigned by the General Manager.
•Understand the project management process and apply appropriate tools and techniques to projects assigned.
•Perform other duties as assigned.
KNOWLEDGE/SKILLS/ABILITIES

•Read, analyze, and interpret complex scientific and financial studies and written reports.
•Read, legibly write and accurately interpret complex technical material (such as Material Safety Data Sheets, legal contracts and the Federal Register); read such written material in small print.
•Employ sound judgment; think coherently and logically; and employ deductive and inductive reasoning.
•Proficient in advanced mathematics, including algebra, trigonometry, geometry and elementary calculus as it relates to water resource engineering.
•Employ and demonstrate advanced knowledge of Microsoft Office programs.
•Understand basic hydrology and hydraulic computer programs.
•Make oral presentations to various stakeholder groups including the GVSUD Board of Directors.
•Must demonstrate excellent oral, written, and verbal communication skills.
•Must show initiative and the willingness to learn and apply the technical engineering expertise necessary for a very diverse organization.
•Operate a motor vehicle.
•Must possess managerial skills and work well in a team environment.
•Ability to meet work schedules is essential.
EDUCATION/CERTIFICATIONS
Bachelor of Science degree in engineering with a civil, water resources or environmental emphasis. Consideration will be given for other related degree plans with sufficient job-related experience.
REGISTRATIONS AND LICENSES
Valid Texas Driver’s License with acceptable MVR.
A license to practice Professional Engineering in Texas is preferred
EXPERIENCE AND SPECIAL REQUIREMENTS
Must be able to demonstrate at least five years of progressively responsibly engineering experience.
TRAVEL
Travel varies depending upon projects, but will occasionally involve overnight stay and long work hours.
