The Opportunity:Annual Salary Range: $120,000 to $135,000The central purpose of
Multnomah County's Local Public Safety Coordinating Council (LPSCC) is to facilitate public safety collaboration. The goal of collaboration is to improve outcomes, cost effectiveness, and responsiveness to community needs. LPSCC staff focus on equity by uplifting the need to inclusively lead with race on each collaborative process they lead. LPSCC staff acknowledge the harm caused by the criminal legal system over the last 400 years, and each project and policy area is evaluated on its impact on Black Indigenous and People Of Color communities.
Multnomah County's Local Public Safety Coordinating Council (LPSCC) is seeking an Executive Director who holds executive-level skills in building consensus among members of elected and/or appointed boards and implementing policies and initiatives that result from that consensus, along with the ability to manage staff who survey current research, manage policy implementation, and convene varying justice partners.
On any given rewarding day, you will keep busy being responsible for promoting and supporting the primary components of LPSCC functions of:
Governmental CoordinationThe Council coordinates the public safety plans, policies, operations and strategies of local government agencies to improve Multnomah County's local public safety systems' cost effectiveness and responsiveness to the needs of the community.
Collaborative LeadershipThe Council convenes leaders from local governments, public safety, social service agencies, private service providers and local communities throughout the County to collaborate on the development of solutions to problems in the public safety system, coordinate policies to improve that system, and provide evidence-based strategies to address critical issues affecting community safety.
Research and AnalysisThe Council acts as subject matter expert on criminal justice policy and research and to ensure that its plans, policies, and strategies are cost-effective, evidence-based, and responsive to the local public safety system. The Council oversees the operation of "DSS-Justice," the County's public safety data warehouse and decision support system.
The successful candidates possess the following demonstrated essential
Knowledge, Skills and Abilities:
- Knowledge of local criminal justice systems and local governments, the principles of and practices in the administration of criminal and juvenile justice, and relevant professional standards and federal, state and local laws;
- Ability to communicate and establish effective professional relationships with government officials, justice managers, professionals and stakeholders, affected communities, and the general public;
- Knowledge of general organizational development concepts and the ability to interact proactively and effectively with elected and appointed government entities;
- Ability to develop, recommend, and implement effective plans and programs and to objectively evaluate progress toward goals and timetables;
- Ability to provide day-today supervision of program activities; plan, prioritize, assign, supervise and review the work of a diverse workforce;
- Ability to work as an effective leader and as a collaborative team player;
- Ability to conduct and facilitate effective meetings and forums;
- Ability to understand criminal justice and social science research and how it shall inform local policy and program development; and
- Skill in supervising the preparation, presentation and administration of budgets.

Minimum Qualifications/Transferable Skills*:- Bachelor's degree or equivalent related work experience
- Five (5) years of experience that demonstrates the ability to perform the duties of the position with a minimum of three (3) years of those years in law enforcement, juvenile justice, criminal prosecution, or social services, non-profit or private organization with a criminal justice focus
- Two (2) years of program and supervisory management experience
- Experience in or demonstrated aptitude for research, compiling and analyzing data, and preparing and presenting reports on research findings
- Demonstrated ability to work effectively in a public-sector environment with elected officials, appointed boards and commissions, and stakeholders representing all aspects of the criminal and juvenile justice systems
- Demonstrated experience advancing equity initiatives and applying equity framework in processes and decision making
- Pass background and professional reference checks

- This is a salary, executive position that is not eligible for overtime.
- This position is approved for a hybrid schedule. The onsite work location is at the Multnomah Building, 501 SE Hawthorne Blvd, Portland, OR 97214.
- This position requires occasionally working on evenings / weekends and traveling to meetings, training, and conferences.
- All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
