We are currently looking for a Director, Employee Benefits (Rail/NA/Police) to join our team!
Roles and Responsibilities:
- Hires, trains and provide direction to the Benefits Department Managers and Staff, with specific focus on Rail, the Non-Agreement and Police populations.
- Functions as the daily point of contact for the Union delegates regarding the Agreement populations.
- Advises upper management of Agreement benefits related issues.
- Assists with DAG and OPRA requests, special reporting, and other file requests.
- Ensures pertinent benefits are in compliance with Union contract rules, regulations and company policies.
- Ensures procedural controls follow internal and external audit requirements.
- Coordinates with the Railroad Retirement Board (RRB) as required to ensure compliance with regulations and coverage for Rail Union members. Assists with the administration of the Rail Supplemental Sick Insurance Plan.
- Supports Risk Mgmt. with FELA claims as needed.
- On behalf of the Benefits Department, oversees the coordination with Third Party Billing for Union members on leave and not payrolling.
- Supports Senior Management with the development and analysis of Agreement benefit proposals for multi-year contracts for Bus and Rail negotiations. Interprets insurance plans and contracts and provides recommendations to Labor Relations for Agreement negotiations. Provides historical and interpretative reports to Labor Relations and Finance.
- Supports the procurement efforts (RFPs) to secure health and welfare carriers to administer NJ TRANSIT’s Benefit Plans. Once selected, ensures vendors are administering the plans correctly under the Agreement contracts.
- Supports regulatory compliance by adhering to legislative changes by changing administrative procedures as required.
- Supports annual Open Enrollments.
- Supports Senior Management with adherence to regulatory requirements including but not limited to Legal, Government, IRS and DOL rules and regulations. Requires extensive interaction with internal and external stakeholders and outstanding organizational skills.
- Performs duties of the Senior Director in their absence
- All other duties as assigned.

- Senior Benefits Specialist
Education, Experience & Qualifications:
Baccalaureate Degree in Business Administration, Finance, Human Resources, or related area, or equivalent, and eight (8) years of applied experience with employee benefits administration of health and welfare plans. Five (5) of Supervisory experience.
Knowledge & Skills:
- Required:
- Demonstrated exceptional leadership and excellent written and verbal communications skills,
- A solid and broad understanding of health and welfare benefit programs and the ability to work effectively with employees at all levels of the organization.
- Knowledge and experience in information privacy laws, access, release of information and release control technologies is required.
- Proficiency in the use of Microsoft Word, Excel and Power Point are all required.
