Job DescriptionThe prime functions of the Department Manager of load research and costing are to prepare embedded, marginal and allocated cost-of-service studies and demand analyses and to oversee the load research program for Con Edison, Orange and Rockland and RECO ("companies"). The position is required to ensure that the companies' rates are cost based and promote fair and equitable cost recovery from our customers. A key function of this position is to provide costing and load research support for the companies' rate designs and to provide costing and load research analyses for special studies required for changing business needs. This position requires communication on costing and load research issues with a variety of stakeholders, among which are various regulatory agencies. This position also includes the supervision of Section Managers for the cost-of-service and load research areas. The Department Manager will plan for employee development and current and future work needs.
ResponsibilitiesCore Responsibilities - Direct the preparation of embedded, marginal and allocated cost-of-service studies and demand analyses for the companies, where applicable. Direct the preparation of all associated work papers and documentation.
- Direct the companies load research programs. Direct the preparation and documentation of statistical sample designs and demand analyses, and coordinate with designated AMI/IT organizations to ensure project implementation.
- Review and guide the work of employees in the cost-of-service and load research areas. This requires excellent analytical, written, and oral communication skills and the ability to organize work assignments.
- Develop methodologies for changing load research activities, demand analyses and cost-of-service studies to address new types of service and changes in the regulatory business environment such as changes associated with an increasing penetration of distributed energy resources.
- Support internal organizations in the various uses of load shaping, including supply pricing and zonal load balancing. Ensure that all load shaping methodologies meet regulatory agency, e.g., NYISO and PJM, requirements.
- Ensure that all load research and costing computer systems address current business needs, including overseeing software upgrades or application overalls to keep pace with Company-supported computer platforms. Foresee and direct changes to associated computer systems to incorporate new technologies and methodologies.
- Prepare and present expert testimony before regulatory and legislative bodies justifying the companies cost-of-service and demand analysis proposals and positions. Direct the preparation of associated exhibits and work papers in support of such studies and analyses. Analyze testimony and exhibits of other parties and, in consultation with the law department, prepare rebuttal testimony and cross-examination.
- Interpret regulatory commission orders and determine their impact on requirements for cost-of-service studies and demand analyses. This includes keeping abreast of not only state requirements, but also FERC and regional filing regulations. Understand the differences amongst the cost-of-service and demand analysis methodologies of these various regulatory bodies.
- Interact, communicate and exchange information with personnel from other Company departments and from other utilities in the conduct of job responsibilities. In particular, it is necessary to frequently communicate with the Companys Accounting, Metering and Information Technology departments regarding changes that could impact cost-of-service and demand analysis methodologies and load research activities.
- Represent the companies at meetings with regulatory agencies and other stakeholders and maintain open communication with regulatory personnel with regard to cost-of-service and demand analyses.
- Respond to inquiries from Public Service Commission Staff, interveners, customers, rate consultants and others, including explaining the rationale underlying the companies cost-of-service studies, demand analyses and load studies.
- Present at meetings both internal (to all levels of employees) and external to the Company.
- Develop the skills of staff in order that they can easily adapt to changing business needs and perform ad-hoc analyses.
- Maintain and promote comprehensive documentation and accurate records, practice good housekeeping, follow Company safety procedures, and safeguard computers, digital files, reports and work papers.
- Perform other related tasks and assignments as required.
QualificationsRequired Education/Experience - Bachelor's Degree Accounting, Finance, Economics, Mathematics, Statistics, Engineering or related field and At least 10 years relevant work experience with a minimum of 5 years' experience related to utility cost analysis and/or demand analysis; or equivalent work in an outside firm or
- Master's Degree MBA and At least 6 years relevant work experience.
Preferred Education/Experience - Master's Degree MBA and At least 6 years relevant work experience.
Relevant Work Experience - In-depth knowledge of utility cost-of-service and load research issues, required.
- Must demonstrate leadership experience, required.
- Must possess excellent interpersonal, oral and written communication skills, required.
- Must have the ability to effectively interact with customers (both internal and external to the Company), support staff, various levels of management, and regulatory agencies, required.
- Computer literacy and proficiency in Microsoft Office Suite is required.
- Must be able to transfer knowledge to peers and train staff, required.
- Must have strong analytical, technical and problem-solving skills, required.
- Experience with testifying before regulatory bodies, preferred.
- Must be well-organized, detail-oriented and flexible to handle multiple assignments and deadlines, required.
- Must have excellent project planning and research skills, required.
- Must be able to work harmoniously with all department and Company personnel, required.
