The Director of Community and Social Services is responsible for the supervision and coordination of programs and organizations that support Quality of Life and the public well-being as a function of Clay County Emergency Management.
Essential Duties and Responsibilities: - Plans and coordinates the activities of additional social services programs and/or community outreach programs within Clay County and the Board of County Commissioners (BCC)
- Oversees program budget, policies and staffing.
- Maintains operational records in accordance with established policies and procedures.
- Prepares financial documents, reports and budgets; analyzes data to determine program effectiveness and suggests and implements improvements and changes to programs and services.
- Resolves customer complaints and issues; works with community members and other stakeholders to identify necessary programs and services.
- Oversees administrative aspects of programs to meet the objectives of the BCC, Clay County Emergency Management and other stakeholders.
- Manages the CDBG program to insure compliance with the program objectives.
- Plans and manages outreach activities to promote awareness of available programs and resources.
- Coordinates volunteer services program and all related policies and expenditures.
- Responsible for planning, developing, coordinating, promoting, and evaluating a volunteer program that aligns with the County's mission.
- Consults and coordinates with departments and divisions regarding appropriate use of volunteers and identifies potential new areas that can be supported by volunteers. Plans to ensure volunteer needs are met.
- Creates or revises County volunteer policies and procedures, volunteer applications, timesheets and other documents as needed.
- Oversees the operation of the client referral system for Clay County
- Manages the relationship with the transportation providers in the County.
- Coordinates activities in relation to the initiatives for the County.
- Attends or conducts staff meetings to exchange information; attends technical or professional classes, workshops or seminars to improve professional skills.
- Attends work on a regular and dependable basis, works day, evening and weekend hours as required.
- Manages and coordinates County activities with community organizations.
- Performs other duties as assigned.
Minimum Requirements:- Minimum of four years in a progressive position of authority.
- Working knowledge of Microsoft Office (Word, Excel, Outlook, etc.)
- A valid Florida Driver's License with a clean driving history

This position frequently communicates with social services agencies and the public regarding available programs, resources and applications, with staff assisting with various community services and with management regarding program data and efficacy. Must be able to exchange accurate information in these situations.
Must be able to perceive, inspect, assess, and compare data and to compile it into clear reports that convey program information.
Occasionally moves boxes and/or files weighing up to 10 pounds.
The position operates in an indoor office environment potentially exposing the employee to dust.
