Overview
We are seeking a candidate with 10+ years of experience supporting DoD Acquisitions Financial Management and/or Budget Analysis to provide acquisition planning, program planning and strategic planning support to our high-ranking government customers.
Responsibilities
Acquisition Planning:
- Evaluate program documentation, such as acquisition strategy, systems engineering plan, IMP, IMS, and CDRLs for adherence to policy/guidance.
- Maintain consistency in implementation of acquisition strategy, technical approach/requirements, acquisition policy/guidance, milestones, forecasts, and risk assessment.
- Maintain realism in achieving a product suitable for the war-fighter within cost/schedule/performance constraints.
- Recommend program acquisition strategies, perform market research, collect, analyze, store, and distribute acquisition "lessons learned" from Space and Missile Systems Center (SMC) and other organizations to promote increased efficiencies, timeliness, and effectiveness.
- Assist in developing documents and strategies, including transition-to-operations plans, and record assessment results.
Program Planning:
- Develop and provide multiple options for U.S. Government (USG) consideration to achieve a USG-identified goal or set of goals. Upon selection, analyze them to determine the relative probability of success against cost, schedule, and technical performance.
- Identify the required resources and schedule to implement each of these approaches.
- Analyze goals to define the variety of steps, resources, and experience level(s) necessary to accomplish a given task.
- Advise and assist in organizing and establishing the Integrated Product Teams for each major product or work area in the Work Breakdown Structure.
- Develop and provide multiple options for USG consideration to achieve USG transition-to-operations goals.
Strategic Planning Support:
- Supporting the increased emphasis on upfront planning of complex projects/tasks at the strategic level, candidate will support SMC Strategic Planning through analysis of defense planning guidance, HQ USAF and HQ AFSPC policies and directives.
- Ensure consistency with guidance in development of critical SMC-wide strategic planning products, guidance, analysis, reviews and senior leadership recommendations. Key strategic planning products will include the SMC 20-yr Strategic Plan, the SMC Strategic Management Plan, SMC Strategic Communications Plan, SMC Human Capital Strategic Plan, and organizational development/transition/ implementation plans.
- Ensure synchronization/integration of all strategic planning efforts between HQ AFSPC and SMC organizations in planning efforts that feed into the POM. Approved strategic planning products will be used to coordinate requirements of the Enterprise Master Schedule in support of the Space Enterprise Vision.
- Provide analysis and assessment to ensure a quality product is presented that meets the intent of the tasking. The contractor shall develop a master schedule of all planning activities with detailed timelines, synchronize with HQ AFSPC and/or HAF to ensure proactive management of the planning process. Support and help enforce the governance process where products of their analysis are vetted and provide clear guidance to SMC via publication of plans and instructions that define the planning process.
- Salary Range: $100,000.00 - $120,000.00/Year
Skills Required
- Bachelor’s degree required in business or administration.
- 10+ years of experience - DoD Acquisitions Financial Management and or Budget Analysis including Civil Service, Commercial Contractor or FFRDC/SETA.
- Experience with the following applications: FM Suite (5 years), CCaR (10 years), and Excel (10 years).
- Familiarity with DTM 09-025 Space Systems Acquisition Policy (SSAP), DoD Instruction 5000.02, the DoD FMR and applicable Air Force Instructions.
- Extensive knowledge of the DoD acquisition process, budget planning, formulation, programming, justification documentation/reporting, program documentation development (Program Management Directive, Program Management Plan, acquisition plans, and requests for proposals) and program reporting (Monthly Acquisition Report, Selected Acquisition Report, Defense Acquisition Executive Summary).
- Secret Clearance is required.
- US citizenship is required.
Education
Bachelor’s degree required, preferably in math, engineering, or the sciences.
