Job Description
This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope
This position is responsible for managing small and/or less complex maintenance projects or managing multiple site managers overseeing multiple small and/or less complex sites/projects within the Operations & Maintenance function. Responsibilities may include; mobilization, operational sales, and marketing targets.
• Maintain client relationships by regular communication to better understand project operations, this communication should; appraise of Fluor activities, advise of potential improvements, assess changing needs, develop teamwork and ask for client feedback on performance
• Manage the work to the terms of the contract by eliminating leakage and optimizing returns
• Identify profit share/bonus opportunities by ascertaining whether a value added incentive program should be implemented to reward employees for performance excellence
• Manage risk as assigned by director of operations by reviewing risk on a regular basis and identifying significant business risk for Fluor
• Identify future client requirements and up selling opportunities by developing on-site assessments of client operations and proposing project plans
• Apply appropriate analytical tools and techniques by assessing client organizations, acquiring client engagements with significant profitability potential and transforming the client organization from the current state to the proposed future state
• Fulfill contract and Operating System Requirements (OSR)/Operating System Implementation Plan (OSIP) requirements by ensuring that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team
• Develop and adhere to Site Business Plan (SBP) by monitoring budgets, performance and utilization, and provide periodic reporting for the respective site
• Support sales efforts by assisting in sales presentations, estimates and proposals including negotiating commercial terms
• Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities ,and timely performance feedback
• Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
• Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
• Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
• Maintain compliance with all applicable policies, procedures, and global standards
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
• Effectively develop and apply the Core Skills to the job
• May need to travel to attend to business related matters

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years* of work-related experience or a combination of education and directly related experience equal to eleven (11) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Working Conditions
• Generally favorable indoor office workspace, and/or;
• Various levels of environmental conditions including but not limited to project worksites and vendor/client facilities which may have temporary office space, moving mechanical parts and vibration; high, precarious places; fumes or airborne particles and extreme temperatures and high noise levels
Preferred Qualifications
• Typically degreed, preferably in engineering or business field of study with minimum seven (7) years O&M Home office or Site experience and five (5) years experience managing small to medium somewhat complex Operations & Maintenance (O&M) sites or projects
• Experience in an operating commercial plant
• Minimum seven (7) years in a supervisory/management position
• Experience in heavy industrial environment, as a Maintenance Manager or Senior Supervisor
• Excellent oral and written communication skills
• Ability to write reports, business correspondence and procedure manuals
• Ability to effectively present information and respond to questions from groups of managers, clients, customer, and the general public
• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
• Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form
• Experience managing budgets
• Experience in conflict resolution

• Provide Turbine Subject Matter Expertise during for Project Scope Developments.
• Serve as Single Point of Contact (SPoC) for Planning, Execution, & Closeout.
• Rotating Systems Alignment - types & howto: reverse, optical, laser.
• Steam Turbines & Valves, Generators, Rotors, Bearings, Couplings, Gearboxes - applications of, components, maintenance, repairing, overhauling.
• Pumps, Motors, Compressors, Mills, Fans - types, guidelines.
• Knowledge of - load bearing capabilities of equipment.
• Read & understand - blueprints, schematics, & technical drawings.
• Hand/Power Tools - direct workers engaged in such endeavors, safely.

Other Job Requirements
• Act as the first line of contact to the Client Plant Manager by conducting quarterly interviews and maintaining close client relationships
• Manage and execute maintenance, modification and outage activities in accordance with the requirements of the prime contract
• Ensure maintenance planning and scheduling activities are fully integrated with plant operation
• Provide maintenance planning services including estimates for work orders
• Provide maintenance planning, scheduling and estimating for planned outage work
• Perform work in conformance with plans, specifications, schedules, and cost control estimates
• Control change/scope creep, ensuring that all scope changes are quickly and properly documented, and that change orders are approved prior to the performance of work
• Ensure that the duties and responsibilities of the contract are clearly defined, documented and understood, and complied
• Establish and maintains practices and procedures that ensure maximum efficiency in the execution of work
• Provide resource plans, addressing overall resources, costs, scheduling and other details appropriate for the safe and efficient execution of work
• Establish and maintain an effective maintenance cost control program to ensure that reported work order costs accurately reflect the costs incurred, that variances from the estimate or plan are identified in sufficient time to permit management intervention, and that accurate projections and forecasts of expenditures may be made as needed by client
• Administer contracts with regard to cost, schedule, safety, and other project controls; furnish and maintain project billing instructions
• Establish and maintain practices and procedures that ensure maximum efficiency in the execution of work, including analysis of historical data to assist client in providing equipment reliability at optimum costs
• Perform annual review of contracts and negotiate any change orders approved by company management
• Establish goals and objectives each year for assigned projects with division management
• Approve salaried rate changes and renegotiate craft wage rate changes annually with owners
• Review existing drawings and old project for accuracy and determine additional engineering design needed
Power Services
• Manage and coordinate the work activities of fossil and renewable operation employees and subcontractors, and ensure they remain compliant with project quality, safety, and security requirements
• Ensure work performed is in conformance with plans, procedures, specifications, schedules and cost control estimates
• Control change/scope creep, ensuring that all scope changes are quickly and properly documented, and that change orders are approved prior to the performance of work
• Conduct communication and responses to Power Purchase Agreement (PPA) client and Independent System Operator (ISO) as required
