Job Description
CDM Smith is seeking an Engineering Specialist to join our Flex Staff team to support the Utilities Infrastructure and Condition Assessment Program (UICAP)! This team will be responsible for providing overall management, coordination and oversight of installation or regional level while staying current with NAVFAC UICAP and infrastructure management standards and best practices. Ensuring required Preventive Maintenance is being performed for the Utility assets at the installation through production and evaluation of metrics. Remaining current with NAVFAC UICAP and maintenance management standards and best practices. Applying very broad and/or niche professional knowledge of engineering principles to solve specific client needs. Communicating effectively with professionals from a variety of functional backgrounds and organizational levels.
Job Duties:
• Performing field inventory and condition assessment of new and existing assets.
• Training staff and assigning tasks to keep utilities inventory current with new or deactivated assets from all sources of input, including work orders, engineering studies and capital improvement projects.
• Scheduling and facilitating annual Risk Assessments to support UICAP and installation goals, including project submission to appropriate funding streams (such as Sustainment, Restoration and Modernization, MILCON, Energy, or Capital Investment Program).
• Ensuring required UICAP data (such as consequence and likelihood of failure scoring and justifications, risk ratings, Mitigations, Project scope, Project cost estimate, Project expensing, and Project statuses) are current, accurate, and available in NAVFAC authoritative information systems (such as Utility Risk Tool and iNFADS).
• Producing required program products (such as risk assessments, Mitigations, Project documentation, integrated project priority lists, and long range capital plans) and ensuring these products are current, accurate, and published in a timely fashion to support UICAP and installation goals.
• Training staff and assigning tasks to validate and keep iNFADS property record cards up to date.
• Running reports and performing queries to assess data quality, including accuracy and completeness of degradation indices, Failure Scenario scores, and the currency of the Maximo asset inventory.
• Ensuring required program products (such as project documentation, integrated project priority lists, long range investment plans, condition summaries, preventive maintenance plans, risk assessments, maps, real property inventory data elements) are current, accurate, and produced in a timely fashion to support UICAP and installation goals.
• Performing quality assurance audits on program processes to ensure validity and currency of Utilities Risk Assessments, utilities investment requirements, and integrated project priority lists.
• Ensuring the preventive maintenance program is current, accurate, in compliance with corporate standards, through evaluation, addition, editing, and deactivation of preventive maintenance records and associated Job Plan data in coordination with changes to the asset inventory and corporate standards.
• Evaluating and implementing new assets into the PM program and assign appropriate maintenance schedules.
• Continually optimizing the PM program to improve scheduling, cost, and reliability through improvements and refinements to Job Plans, Routes, and PMs during execution and sustainment.
• Establishing and executing quality control of the PM Program during execution, testing and sustainment periods via as-needed quality assurance audits on program processes and data. Correlating and reporting UICAP metrics to Marine Corps Regions and Headquarters.
• Developing and documenting installation-specific business processes to accomplish UICAP goals.
• Preparing and periodically updating installation standard operating procedures for critical UICAP tasks e.g. inventory, audits, reporting, etc.
• Performing other duties as required.

Minimum Qualifications
• Bachelor's degree in Engineering.
• 10 years of relevant experience.
Domestic travel is required. Overseas travel is also possible.

Skills and Abilities
• Able to pass a federal background check for access to Marine Base locations.
• Experience with utilities (ex. water, wastewater, electric, natural gas) and the assets that comprise them is preferred.
• Position requires field work and movement in all weather conditions across all terrains and in a variety of indoor locations including compressed air plants, utility rooms, etc.
• Demonstrates strong technical proficiency and design application knowledge.
• Strong organizational skills to balance and prioritize work.
• Excellent attention to detail.
• Familiar and comfortable to work on computers/tablets/phones.
• Strong writing and oral communication skills.
• Ability to manage the workload of others and work with multiple stakeholders.
• Excellent interpersonal skills to cultivate relationships with colleagues, customers, and partners.
Background Check and Drug Testing Information
