Description of Organization:The position is located in BE. REFS is responsible for worldwide leadership and integrated technical expertise of the programming of USAID in agriculture-led growth, water and sanitation, and environmental sustainability.
PO oversees strategy, operational functions, resource-allocation, procurement, and programmatic support. BE oversees the allocation and execution of REFS' program budget, including compliance with Congressional directives and required reporting and notification.
Duties and Responsibilities:The Program Officer will have responsibilities in procurement planning and activity budget management/execution. Duties include: working with managers and technical experts on activity budgets; preparing reports and maintaining financial tracking systems; coordinating procurement requirements with the Office of the General Counsel; Bureau for Management, Office of Acquisition and Assistance; and Bureau Contracting Officer's Representatives and Agreement Officer's Representatives; and other duties as assigned.
Specialized Experience:For the FL-03 (GS-13 equivalent) grade level, you must have one year of specialized experience at the FL-04 (GS-12) grade level or equivalent. Specialized experience is defined as:
- Supporting the management of international development or similar programs; and
- Financial management, tracking, and reporting.
Education Requirement:The salary for the selected candidate will be determined in accordance with ADS 470.3.6, Pay Under the Foreign Service , based on the highest degree earned and relevant experience. To facilitate accurate pay setting, resumes must include the month, day, and the year for each position held. Please note that an undergraduate degree is required for consideration at the FS-03 grade level.
