DutiesThis is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.As a full performance GS-14 Management and Program Analyst, you will:- Develop resource guidance and perform continuous appraisal of the execution of counterintelligence resources in accomplishing program objectives and goals.
- Develop policy guidance for planning, reporting, and evaluating assigned programs and functions to include goal setting, tracking,
and reporting requirements, and the evaluation and analysis of plans and reported data. - Represent the Counterintelligence program on budget related matters in meetings with the DOE IN, DOE CFO Staff, ODNI and IC Staff, and OMB officials and provides authoritative advice, leadership on significant programming, budget policy, and procurement issues
- Manage the Office of Counterintelligence Budget Board and resource planning life cycle to ensure decisions are made transparently and logically.

- The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- Must submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. - Analyzing program obligations, cost trends, or future plans to identify potential issues and their implications.

- Recognizing major or unprecedented challenges in order to create solutions to attain desired outcomes.
- Reviewing current resources and collaborate with leadership to create budget for future fiscal years.
