Looking for an exciting opportunity to be at the forefront of shaping and implementing California's innovative climate policy goals? The Electricity Planning & Policy Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst IV to join its Climate Change Initiative team.
Under general direction of the Program and Project Supervisor, the Public Utilities Regulatory Analyst IV conducts complex technical economic, financial and policy research and analysis and develops recommendations. The Public Advocates Office is seeking a senior analyst to evaluate Commission policy proposals, utility applications requesting cost recovery, and proposed legislation. As project lead, the incumbent must identify critical issues, perform complex analyses and make recommendations based on the results, coordinate the work of other team members, brief management, and ensure timely completion of high quality work product. Typical analysis includes both qualitative and quantitative reviews, and requires evaluation of numerous climate change issues related to energy procurement, such as load forecasts, grid models, cost benefit studies, review of GHG methodologies, program compliance, and application of state and federal law. Work product typically includes written comments, briefs, and testimony. The incumbent will represent ratepayer interests in negotiations to resolve issues in dispute during settlement processes, present ideas at public forums, participate in evidentiary hearings before the Commission, and represent the Public Ratepayer Advocates Office at Procurement Review Group meetings, California Air Resources Board and California Independent System Operator proceedings, and other forums with local, State and Federal agencies and interested parties.
