Summary:
Goldbelt Glacier has a need for Transition Support Counselor to serve on the Army National Guard (ARNG) Guard Strength Enhancement Program & Transition Counselors Support Services (GSEP-TCSS) Task Order. TCs provide individual counseling to Soldiers leaving active duty to determine their interest and eligibility to affiliate into ARNG or Army Reserve (USAR) Reserve Components (RC) in accordance with Army regulations. The counseling will include benefits, options, incentives, and entitlements for Soldiers leaving Active Duty who are eligible for continued service in the RCs. The GSEP-TCSS program was designed to increase ARNG accessions in high demand, critical skill positions. Reserve Component Career Counselors (RCCC) at various Army installations counsel Soldiers who are qualified in these high-demand, critical jobs and assist in placing them into ARNG units. Recruiting and transitioning qualified Prior Service Soldiers into the ARNG from the Individual Ready Reserve is a key element for the ARNG to meet its overall accession mission.
Responsibilities
Essential Job Functions:
- Administer daily operations of the organizational leadership’s RC transition responsibilities within the Army Retention Program.
- Ensure organizational leadership is continually updated regarding the RC readiness posture of the organizational Army Retention Program and compliance with Headquarters, Department of the Army and higher headquarters regulatory guidance.
- Ensure completion of all required tasks, functions, and duties, as specified by Human Resource Command, Department of the Army and higher headquarters.
- Maintain and publish statistics on RC eligible Soldiers, missions, and accomplishments on Active Component Retention boards.
- Coordinate with Regular Army Career Counselor to ensure all eligible Soldiers scheduled to separate under honorable conditions are interviewed and properly counseled regarding RC opportunities and benefits.
- Provide ARNG/USAR neutral career counseling to all Soldiers who are within 180 days of separation on RC incentives, opportunities, and programs.
- The Transition Counselor ensures that the transitioning Soldiers are populated onto the worksheets.
- Educate non-obligated Soldiers on the Individual Ready Reserve if an RC assignment is not available.
- Conduct at a minimum, a Pre-Separation Brief, and Continuum of Service Brief. Participate in collaborative efforts with other retention counterparts and provide RC information to all leaders and Soldiers.
- Determine RC enlistment/transfer eligibility by screening the Soldiers personnel file.
- Ensure Soldier qualifications are correctly entered in the Army Reenlistment/ Reclassification system which is the only system used to generate assignments and contracts.
- Plan and conduct enlistment/transfer ceremonies.
Qualifications
Minimum Qualifications:
- At least 2-4 years of experience in career counseling, military counseling, or a similar role that involves providing professional guidance, preferably with military personnel.
- All personnel performing on this task order must possess a 79 Series MOS (79R, 79S, 79T, 79V) and have successfully completed the ASI-4R Transition NCO Course.
Preferred Qualifications:
- It's preferred that all personnel be 4R qualified prior to assignment, however those that do not possess this requirement will be sent to training at US Army Recruiting and Retention College located at Fort Knox, KY after they are hired.
