Apogee has an exciting new opportunity for a Senior Civilian Personnel Specialist in support of Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Acquisition Resources (AR) office.
This is a full-time opportunity located at MacDill, AFB, FL.
Responsibilities
- Serve as SOF AT&L's Senior Personnel Specialist in civilian position classification with responsibility for planning, developing, and carrying out the full range of position classification and position management advisory services.
- Advise managers on job analysis and on position and organization structure and design.
- Analyze civlian personnel business issues and develop proposed enhancements or problem solutions.
- Advise managers on other civilian personnel issues and assist in developing performance plans.
- Develop Position Requirements Documents (PRDs) based on requirements received from SOF AT&L PEOs and Directors.
- Advise SOF AT&L management on organizational requirements needed to support AcqDemo Business Management and Technical Management Professional (NH) grades within SOF AT&L PEOs and Directorates.
- Develop Position Requirement Documents (PRDs) based on requirements received from SOF AT&L PEOs and Directors.
- Review PRDsand assign point values in determining an appropriate NH grade per occupational series.
- Consult Air Force Personnel Center regulations to determine the number of subordinates required to support higher grade structures as indicated by supervisory requirements and position coding.
- Provide guidance in creating and modifying DoD Performance Management and Appraisal Program (DPMAP) intern positions as well as AcqDemo PRD positions.
- Assist with managing and overseeing the Defense Acquisition Workforce Development Account (DAWDA) for SOF AT&L.
- Assist the Senior Human Resources (HR) Program specialist within Acquisition Support, SOF AT&L for Joint Military and Federal Civilian HR acquisition training and employee development programs.
- Assist with managing and planning acquisition training and employee development programs for both joint military and civilians that comply with the Defense Acquisition Workforce Improvement Act (DAWIA).
- Provide advice, counsel, and instruction to SOF AT&L managers and personnel regarding acquisition training and certification issues; apply employee development learning theories, principles, and methods to determine immediate and long-range training needs of employees engaged in complex acquisition work; evaluate training opportunities; provide career counseling on realistic career objectives and obtaining required skills; and provide employee development consultative services to management.
- Provide guidance and assistance during high-volume work demands, absences, and HR support and advice to employees, supervisors and managers on Federal civilian performance and acquisition performance program, basic classification and position management information, and civilian employee management relations program.
Qualifications
Minimum Experience:
Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a Secret clearance
Education: Bachelor’s degree in Business or Human Resource Management
Years of Experience: 10 years experience in DoD civilian personnel management, or an equivalent mix of education and experience
- Extensive experience in Federal position classification principles, concepts, practices, and techniques
- Extensive experience with position management principles, concepts, programs, and techniques sufficient to advise managers in establishing efficient and cost-effective organizational structures
- Working knowledge of DAWIA systems, including: Career Acquisition Management Portal and Career Acquisition Personnel & Position Management Information System; AcqNow Acquisition Career Management System (USAF); and eDirectory of Acquisition Career Management (USN/USMC)
