Duties
Summary
The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
Responsibilities
This position is located in the EnterpriseApplications and Management Division, Office of Information Services (OIS),Office of the Chief Administrative Officer (OCAO), United States Capitol Police(USCP). Formulates comprehensive plans and provides technical leadership anddirection to accomplish activities associated with the acquisition,implementation, fielding, and sustainment of IT resources. Provides advice forbudget planning purposes, using available technical information, to ensuresufficient funds are allocated to meet organizational needs related tosoftware, equipment, systems and information systems services. Providesassessments of recommendations and how they may affect operations and missionachievement.
Serves as a senior technical applications developmentspecialist and performs work that involves technical planning, design,development, testing, implementation, and management of internet, intranet, andextranet activities, including systems/applications development and technicalmanagement of internal websites. Develops and submits appropriate procurementdocuments required to obtain software development tools, systems, and servicesidentified to meet user requirements. Reviews technical documents required toinitiate actions for resources, services and projects, including performancework statements, government cost estimates, quality assurance plans, projectmanagement plans, and technical performance plans. Serves as a ContractingOfficer Representative (COR), initiating and monitoring complex, high-dollar technical contracts andmanages significant investments in software as a service (SaaS) solution.
Consolidates, validates, and submits relevant policyand procedural recommendations that will enhance the efficiency andresponsiveness of team operations pertaining to support of enterpriseapplications. Provides policy guidance and enforcement to IT management, staff,and customers. Implements strategic plans and technical guidance provided bythe Associate Director and Deputy Chief Information Officer (DCIO). Ensuresthat enterprise applications are operated and managed in accordance with higherauthoritative regulations, and that personnel associated with enterpriseapplications are trained and certified by applicable regulations.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-12/GS-14: Incumbent must have at least 52weeks of specialized experience to the CP-11/GS-13 level. Specializedexperience is defined as 1) monitors the performance, functionality, security,and integrity of applications; 2) communicates complex technical requirementsto technical and non-technical personnel; and 3) prepares and presentsbriefings to senior management officials on complex and controversial issues.

However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
