OVERVIEW
The Judicial Council of California (JCC) is accepting applications for the position of Director of Information Technology.
The Director, also known as Chief Information Officer (CIO), provides leadership in defining the technology strategy for JCC and the judicial branch. The CIO sets policy and makes tactical and enterprise technology decisions that support the business goals and strategic objectives of the JCC. The CIO directs operations of the full life cycle of all technologies supporting the JCC, supreme court, appellate courts, and branch wide trial court initiatives. This position also serves as lead staff to the Judicial Council's Technology Committee, Information Technology Advisory Committee and the related subcommittees, working groups, and task forces.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, JCC also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public.
As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding these locations. Beginning in January 2025, employees will work in the office at least two days per week.
RESPONSIBILITIES
• Develop, maintain, and foster relationships with all branch technology stakeholders including staff, technology customers at all courts, the JCC, justice partners and the public, vendors and services providers, branch governance leaders, JCC executives, executive and legislative branch representatives, and state and local technology collaboratives and professional organizations.
• Direct the daily operations and manage the budget of all central technologies for the JCC, appellate courts and branch-wide technology initiatives to ensure continuous customer business operations and the most cost efficient and effective delivery of services.
• Develop and maintain technology strategies for the JCC, supreme and appellate courts and branch-wide technology initiatives and serve as subject matter expert for branch-wide enterprise technology strategic planning.
• Lead technology governance for internal technology programs and participate with oversight committee for governance of external initiatives.
• Serve as the lead technologist for the JCC, appellate courts, and branch-wide technology initiatives.
• Remain current with all new technology trends, understand business problems and opportunities, and provide technology solutions to address those needs on an enterprise level.
• Ensure compliance with all state and federal technology-related statutes and law, California Rules of Court, JCC policies, oversight agency directives, audit policy and guidelines, and ensure office-wide adherence to industry best practice.
• Oversee the security of all data, network, application, and information for the JCC, the appellate courts and for branch-wide technology assets.
MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
Bachelor’s degree, and eight (8) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least five (5) years of increasingly responsible management experience.
An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
DESIRABLE QUALIFICATIONS
• Experience in the various domains of IT, including infrastructure, software development, project management, IT security, engineering architecture, business technology management, client services, cloud computing, IT governance, etc.
• Demonstrated experience in a leadership capacity developing and implementing organizational planning, setting strategic goals and objectives, and informing policy decisions with a focus on innovation and integration of emerging technologies.
• Experience leading and directing a multi-disciplinary, dynamic, professional, and responsive IT service organization, while promoting a fair, diverse, and inclusive team culture to consistently deliver quality, excellence, and successful outcomes.
• Experience managing large scale project and organizational budgets, negotiating, vendor management, and implementing cost controls.
• Experience developing and managing relationships with internal and external business partners, vendors and contractors, customers, and earning the trust and confidence of executive leadership and stakeholders.
• Familiarity with state, federal, and/or local policies, standards, and/or regulations, including but not limited to, the judicial system, state budget and legislative processes, information technology standards, procurement, etc.
• Strong oral and written communication skills and ability to distill and convey complex technical information to a wide range of technical and non-technical audiences, including experience presenting to top-level executives and stakeholders.
