- General SummaryThe Project Outreach Manager is responsible for developing strategic plans to inform the public and local communities, municipalities and other stakeholders of WSSC Water’s construction activities through standard communications techniques. The Project Outreach Manager is responsible for public outreach during community events, public meetings, government agency meetings, and other opportunities to communicate WSSC Water’s current and upcoming projects. Also coordinates the work of contractors and internal stakeholders.Essential FunctionsDevelops high-level community outreach strategies for construction and other projects, employing a variety of communications tools tailored to various projects
- Advises management of potential and actual community issues and concerns related to projects
- Provides outreach support to various departments inside WSSC Water including, but not limited to Engineering, Utility Services, Customer Relations, Intergovernmental Relations, and Finance
- Coordinates contractors and internal stakeholder activities to reach desired outcomes for specific projects
- Researches, develops and prepares information and resources for use in presentations and outreach efforts
- Works with various WSSC Water teams to determine whether outreach for a specific project will be handled by a consultant, internal teams or other means
- Coordinates community outreach meetings on specific construction projects as well as Commission attendance at general community meetings with County agencies and other groups
- Oversees drafting of fact sheets for WSSC Water construction projects in consultation with consultants, project managers and technical staff
- Updates WSSC Water website with the details and status of all construction projects
- Attends various public meetings upon request and provides professional responses to public concerns and issues
- Coordinates presentations in public settings on construction projects and programs
- Develops news releases promoting and providing updated information on construction projects
- Drives a vehicle to conduct WSSC Water business

- Familiarity with the neighborhoods and geography of WSSC Water customer areas
- Intermediate Microsoft Office skills
- Familiarity with the basics of construction project development
- Knowledge and experience working with a capital and operating budget process
- Advanced project management skills
- Good leadership skills
- Excellent presentation skills
- Ability to communicate effectively and to build collaborative working relationships with all levels and demographics
- Ability to comprehend and simplify technical information
- Ability to develop presentations, brochures, and other outreach materials for a variety of audiences
- Minimum Education, Experience RequirementsBachelor’s degree in Communications, Business, Engineering, or related discipline
- 5+ years’ experience developing and executing communications and community outreach programs that include:
- 2+ years public speaking experience
- 1+ year experience managing a communications outreach budget
- Intermediate experience using Microsoft Excel and PowerPoint

- High school diploma or equivalent
- 9+ years’ experience developing and executing communications and community outreach programs that include:
- 2+ years public speaking experience
- 1+ year experience managing a communications outreach budget
- Intermediate experience using Microsoft Excel and PowerPoint
- Additional RequirementsCompletion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
- Possession of valid driver’s license with no more than 4 points and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
- Evenings and weekend hours may be required
- PreferencesProject management certification
- Construction or engineering coursework
- Fluent in speaking and writing Spanish
