Position Summary Information
General SummaryThe Sr. Manager, Construction Sustainability & Support Services provides management and leadership to a diverse staff of managers, professional engineers, as well as administrative and technical support staff across multiple sections. The Sr. Manager is responsible for the administration and technical supervision of building design and construction staff working on the delivery of new construction and renovations of support services facilities as well as planning/management studies. Major functions include development of strategic program management plans; leadership of project teams comprised of professionals from multiple organizations; design and construction management; and administration of contracts for consultants, architect/engineer, construction management, and construction services.
The Sr. Manager is also responsible for workspace planning and management; print and reprographic services; mail and courier services; and food and vending services for all WSSC facilities.
In addition, this role will provide supervision and guidance for the WSSC Energy Management program, recycling program, climate change & vulnerability assessment; and development of the annual Greenhouse Gas Reduction Plan. This role will also guide the development and implementation of the WSSC Enterprise Records Management Program, interacting with high-level representatives from organizations both within and outside of WSSC Water.
- Essential FunctionsDirects management of LEED building strategies and sustainability as well as building design and renovation
- Plans, directs and administers the work of the Sustainability and Support Services Division; develops annual Division objectives and manages day-to-day priorities for the timely and efficient execution of workload; responsible for timely performance and satisfactory quality and quantity of all assigned projects
- Provides leadership and overall management and guidance by establishing clear expectations and demonstrating high standards of work practices and successful delivery of services
- Establishes, maintains and promotes high standards of customer service and evaluates methodology for improving service levels
- Reviews operations in areas of responsibility to reduce costs and improve efficiency through changes in methodology and the implementation of improved technology such as computer applications
- Manages subordinate project management staff engaged in the planning, design administration, construction management, and inspection of major, complex projects
- Annually, identifies resource requirements and performance data for the programs and office activities to support the preparation, justification, and administration of capital and operating budgets
- Establishes, implements, and updates procedures to ensure overall Division efficiency, productivity, and effectiveness
- Creates and/or reviews technical and verbal reports regarding the performance of the Division Programs and effectiveness of management strategies in improving Enterprise cost and service level performance; recommends response actions as appropriate
- Oversees the energy and recycling program and its effectiveness and consistency with the WSSC Water overall policies and objectives
- Oversees the coordination of projects related to operational research, growth, change management and space utilization and analysis to improve the overall management of space utilization, and furniture standardization within the Commission
- Oversees the utilization of postal regulations and requirements as set forth by the United States Postal Services (USPS) in a manner that provides the best value for the Commission
- Oversees the management of all aspects of the Commission’s courier, food, vending and printing services
- Directs the monitoring of energy and greenhouse gas (GHG) use at all Commission facilities, including water and wastewater treatment plants, pumping stations and support facilities, fleet, employee commuting, solid waste, and bio-solids disposal
- Oversees the development and updates of policies related to improving the Commission’s carbon footprint through waste audits, recycling opportunity assessments, and monitoring the use of any unregulated waste, water, and energy usage
- Directs records management, oversight, and leadership of planning and managing Commission-wide records management program for both core mission and administrative records, regardless of medium or format and alignment with the existing retention schedule
- Supervises directly or indirectly, all personnel within the Division, including selecting or recommending selection, training, assigning and evaluating work, counseling, and taking appropriate action to reward or discipline employees (including termination or recommending termination)

- Minimum Education, Experience RequirementsBachelor’s degree in engineering, business administration or a related discipline
- 8+ years’ experience that includes a combination of duties in the following areas: building design and construction, quality assurance, contract management, public administration
- 3+ years of management experience that includes employee supervision
- Additional RequirementsCompletion of the Washington Suburban Sanitary Commission Financial Disclosure statement within 30 days of employment and annually thereafter
- Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work
