The Fire Prevention Division is active in providing a variety of Fire Protection services including , on licensed care facilities,of schools, , analysis,, and the licensing and certification of the , , and industries to both public and private sectors. These sections provide planning, training, and technical assistance for firefighters and emergency responders who are mobilized for statewide emergencies such as hazardous materials, earthquakes, nuclear facilities, as well as other high-risk situations.

Duties
The Deputy State Fire Marshal in this position assists in the performance of statewide fire and life safety program duties by providing professional level work in administration of the Fire Sprinkler, Fireworks, and Fire Safe Cigarette programs.

The Deputy State Fire Marshal in this position is responsible to:

Enforce the Fire Sprinkler Law, Fireworks Law, Cigarette Ignition Propensity Law and associated WACs.
1. Conduct routine, complex, and difficult investigations which may be characterized by: multiple issues, claimants, and respondents, multi-jurisdictional investigations, patterns of practice or ongoing pattern of alleged violations, or other investigations of similar scope and level of responsibility.
2. Interview and question witnesses to establish facts, gather evidence, and prepare detailed and comprehensive reports.
3. Review and evaluate the investigative effort to improve methods and techniques so that quality and quantity of work completed is increased and improved.
4. Interpret and apply relevant statutes, rules, and codes.
5. Develop and conduct ongoing training for internal staff, provides technical guidance to other investigators.
6. Complete inspections of fire sprinkler systems to ensure compliance with applicable codes and recalls that have been established due to dysfunctional parts and components.
Serving as a technical expert in the Fire Sprinkler Law, Fireworks Law, Cigarette Ignition Propensity Law programs.
1. Act as a licensing specialist with independent approval of license applications. Assist both industries through the process to obtain the proper license or certification.
2. Assist local jurisdictions in understanding the applicable fire sprinkler and fireworks laws.
Coordinate with program staff on managing, developing, and implementing fire-related course curriculum, including curriculum development and updates, and course instruction as needed.
1. Coordination and scheduling of presentations, training, and other events, and professional level work supporting those events.
2. Participate in developing and presenting fire safety programs to interested groups, including the residential fire sprinkler demonstration trailer, fireworks training, and other fire and life safety initiatives.

This position reports to the Chief Deputy State Fire Marshal of the Education, Enforcement, and Analytics Section.

Qualifications

Required Qualifications:

High School Diploma or GED equivalent.
Possess a valid non-probationary, unrestricted Washington State Driver's License.
Knowledge and ability to interpret and apply statutes and rules, state adopted fire/building codes, nationally recognized fire protection fire prevention standards, standard building construction methods and materials.
Knowledge of methods, principles, standards and techniques of administrative investigations, techniques in investigative report writing, auditing and recordkeeping techniques.
Knowledge and/or experience with the Fire Sprinkler Contractor, Fireworks, and Cigarette Ignition Propensity laws and associate WACs
Must have strong knowledge and command of Microsoft Office suite, including Outlook, Word, and Excel.

Conditions of Employment:

Successful completion of a pre-employment polygraph examination and background investigation.
Successfully pass and obtain ICC Fire Inspection I and ICC Fire Inspection II within 6 months of employment.
Successfully pass the in-house driver's training program within 8 months of employment.
Successfully pass and obtain IFSAC Public Educator I and IFSAC Instructor I within 1 year of employment.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
