Summary of Duties:
The Forest Fuels Project Planner works with Heart of Oregon Corps (HOC) and Central Oregon Intergovernmental Council (COIC) to provide technical assistance, grant administration, project and data management, and outreach for the region's Oregon Conservation Corps (OCC) program, the Central Oregon Wildfire Workforce Partnership (COWWP). The COWWP program utilizes youth and young adult work crews to provide fuels reduction activities for underserved households and communities in high fire risk areas. The Planner serves HOC and COIC to develop and administer the two agencies' shared program and will work with point staff at each organization to ensure coordination of COWWP projects across Central Oregon. This position reports directly to the Community and Economic Development Director at COIC and is advised by the COWWP team, which consists of COIC and HOC staff, as well as advisors with the Oregon Department of Forestry and the Oregon State Fire Marshal's Office.
This position establishes and maintains links between project partners and works with them to identify eligible and appropriate wildfire fuels reduction projects, tracks project data, develops initial project descriptions, coordinates pre and post-project assessments, maintains project contracts and agreements, maintains the schedule of work between project partners and COIC/HOC crews, prepares required grant reports, identifies ways to partner and grow the overall program, and conducts proactive outreach and engagement to communities at risk and key partners.
Essential Qualifications, Knowledge, Skills, and Abilities:
- Bachelor's degree in related field (such as forestry, natural resource management, or environmental science) plus four years' experience working with natural resources management or fuel reduction; OR and Associate's Degree in a related field plus 6 years of relevant work experience in natural resources management or fuel reduction; OR the equivalent combination of education and experience performing comparable work.
Required:
- Background in Natural Resources, Forestry, Fire, or related field
- Experience with project management and project planning
- Communicate effectively, both in writing and verbally, as well as demonstrated public speaking and presentation skills
- Experience developing and maintaining strategic, collaborative relationships/contacts with local, regional, state, and federal public agencies, non-profits, and private industry
- Proficiency in use of MS Office Suite
- Must pass a criminal background and driving background check
- Must pass a pre-employment drug screening
- Valid driver's license and access to private vehicle or equivalent means of transportation
Desired:
- Forestry/fuels reduction experience, specifically knowledge of Firewise/Fire Adapted Communities concepts and home ignition treatments in Wildland Urban Interface (WUI) areas
- Experience with grant writing, administration, tracking, and reporting
- Demonstrated ability to produce quality public outreach materials tailored to a variety of audiences
- Experience with data tracking, analytics, and assessment
- Experience working with youth workforce programs
