DEPARTMENT DESCRIPTION
A regional resource for clinical laboratory services required for innovative patient care, research and educational programs, the Department of Laboratory Medicine & Pathology combines the sophisticated testing and informatics capabilities of fully accredited laboratories with the resources of an academic institution in its delivery of clinical and anatomic pathology services. PRIMARY JOB RESPONSIBILITIES
Administrative oversight of operations, budgeting, and financial management of the Central Laboratory (70%)
Works with laboratory teams that include analytical sections and shared services to deliver excellent quality, timely, safe, and efficient laboratory services to patients and practitioners within and outside UW Medicine.
Collaborates with faculty medical and technical directors and management teams across the system to: ensure that lab service levels align with clinical needs, direct the assessment and implementation of new technology and testing methodologies, and make recommendations on service improvements based on value delivered to patients.
Directs the development, maintenance, and administration of effective operational policies, processes, and procedures that align with quality, regulatory, and contractual requirements.
Communicates across UW Medicine and with client health systems on issues that impact the Central Laboratory's services.
Monitors performance against operating plans and budgets as well as service targets, implementing adjustments to meet metrics as necessary.
Ensures that the Central Laboratory meets its regulatory requirements and is prepared for regulatory inspections.
Actively seeks opportunities to improve quality and financial outcomes, engaging staff in the process and promoting best practices in process improvement (e.g. Lean) and laboratory practice.
Pursues standardization of processes and workflows to support each laboratory contributor working at the top of their abilities and/or license.
Provides operational oversight of and input into the portfolio of DLMP and UW Medicine projects requiring Central Laboratory resources.
Meets with section management and teams regularly to determine needs and challenges.
Works closely with financial and administrative teams to ensure the optimal operational and financial performance of laboratory services.
Implement practices to achieve productivity and efficiency consistent with system goals.
Fulfills key section leadership position responsibilities on an interim basis when those key positions are open.
Oversee priority in development of the laboratory budgets, prepare data for cost analyses, and manage expenditure of funds.
Approve departmental equipment and contract needs <$100,000; manage the selection of equipment and supplies.
Evaluate and recommend to the Vice Chair of Finance and Administration in negotiating contracts and pricing for equipment, supplies, standing orders and service contracts of >$100,000.
Create monthly, quarterly, and annual financial report with justification and resolutions for any over budgeted areas to include but not limited to FTE, projects, contracts, and consumables.
Plans and develops multi-year capital budgets and department strategic planning.
Administrative leadership of Central Laboratory and DLMP services (20%)
Formulates objectives, goals, and strategies across financial, quality, safety, and human resource domains in collaboration with DLMP leadership and other stakeholders.
Reports to DLMP and UW Medicine leadership on progress toward meeting goals and objectives at least annually.
Develops, manages, and monitors annual budgets and business plans for new or modified services, using data to drive targets and decision-making.
Establishes organizational structures and management systems to achieve goals that meet the needs of UW Medicine patients as well as those of external client health systems' patients.
Works in concert with senior leadership to strategically develop DLMP's outreach testing expansion opportunities, developing new business opportunities and then implementing operational changes in response to growth.
Serves as a key contributor to DLMP system-wide strategic and business plans that align with laboratory section plans and coordinate across UW Medicine lab sites.
Human resource management and development (10%)
Manages key personnel decisions in collaboration with departmental stakeholders (faculty directors) and provides oversight of the infrastructure that supports organizational requirements, including qualifications and competence for hiring and training; continuing education; performance evaluations; corrective action plans; human resource allocations; coaching; employee engagement measures; and issue resolution procedures and policies.
Recruits, develops, and retains high performing laboratory personnel in accordance with organizational human resource policies, procedures, and practice to ensure optimum operational, clinical, and business operations of the laboratory departments.
Assesses director, manager, and staff development needs, identifying goals, and providing resources to meet those goals.
Maintains a work environment that maximizes professional growth and fosters a culture of continuous personal and team improvement.
Supports the educational mission of DLMP across staff and trainees at all levels of experience.
Ensures the integration of UW Medicine's mission to improve the health of the public as well as its values into the daily work environment.
REQUIRED POSITION QUALIFICATIONS
Bachelor's in Life Sciences, Medical Laboratory Science, Health Administration, or other related fields
Six years' progressive leadership experience in supervision and management or a related field
Six years of any combination of the following:
Experience in budgetary management and financial planning
Experience in project management/process improvement
Experience in a hospital or commercial laboratory.
Knowledge of relevant industry regulations and standards.
Familiarity with regulatory requirements and quality standards
