ABOUT MARIN HOUSING AUTHORITY
Marin Housing Authority’s purpose is to assist low and moderate income people to secure and maintain quality, affordable housing. The Marin Housing Authority (“MHA”) is a small, dynamic agency, well-respected in our field. The Housing Choice Voucher and the Public Housing programs have been rated either as a high performer or a standard performer for the past few years. We serve thousands of people through a wide range of programs and services, including public housing for families, seniors and the disabled; housing choice vouchers (Section 8); supportive housing services for special needs populations; rental assistance payments; and financial and technical assistance for moderate-income first-time homebuyers and low-income homeowners.
ABOUT MHA’S HOUSING SUPPORTIVE HOUSING DEPARTMENT
MHA’s Supportive Housing Department assists families and individuals with special needs to secure and maintain stable housing in the community. The Supportive Housing Department’s largest program is Shelter Plus Care, which provides rental assistance and supportive services to individuals experiencing homelessness where the head of household has a serious mental illness and may also have a substance abuse history and/or compromising medical conditions. The program is intended to help participants achieve three overall goals: residential stability, increased skill levels and/or incomes, and greater self-determination. Under supervision of the Program Manager, the incumbent will coordinate and provide flexible supportive services to program participants to help them secure and retain housing in the community. Other responsibilities include outreach, mental health assessments, screening for eligibility, development of coordinated service plans, preparation of reports and clinical case notes for Medi-Cal reimbursement. The Case Manager will represent The Housing Authority to the landlord community and other service agencies in the County.
THE IDEAL CANDIDATE WILL
Interact dynamically and relate well with individuals experiencing homeless with a mental health diagnosis;
Assess needs and develop appropriate treatment plans;
Analyze problematic situations and take decisive action;
Effectively seek out and use appropriate community resources and services;
Establish and maintain effective working relationships with clients;
Interpret social service programs to applicants and participants;
Work constructively within a community setting;
Write clear, accurate and concise reports; professionally maintain client records; and perform word processing and data entry.
REQUIREMENTS
Knowledge of:
Knowledge of principles and techniques of engaging individuals experiencing homelessness with mental health diagnosis and/or substance abuse diagnosis;
Good understanding of issues relating to independent living with support services for special needs populations;
Knowledge of the principles, procedures and techniques, trends and literature of the mental health field;
Good understanding of public assistance and social service programs;
Preferred knowledge of Marin providers.
Skill in:
Interacting dynamically and providing case management services to individuals experiencing homelessness with mental health diagnosis and/or substance abuse diagnosis.
Assessing needs and developing appropriate treatment plans; analyzing problematic situations and taking decisive action and establishing and maintaining effective working relationships with clients.
Interpreting social services programs to applicants and participants; effectively using and seeking out appropriate resources and services.
Applying existing rules, regulations and policies; working constructively within a community setting with a community consultation panel.
Working cooperatively with Housing Authority staff, outside agencies, and the public.
Communicating effectively both verbally and in written form, including effective use of interviewing techniques.
Working effectively with people with varying backgrounds, educational levels, races and cultures.
Operating standard office equipment, including job-related computer hardware and software applications, facsimile equipment and multi-line telephones.
Establishing and maintaining effective working relationships with those contacted in the course of
the work.
EDUCATION/EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent of a four-year degree from an accredited college or university in sociology, psychology, counseling or a closely-related field and three years of experience in a mental health, social services or a community services organization. Experience working with the Shelter Plus Care target populations is preferred. Master's Degrees in a related field may be substituted for experience on a year by year basis.
Employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job with appropriate qualification for MediCal billing as a mental health professional.
Must possess a valid California class C driver's license and have a satisfactory driving record.
COMPENSATION / BENEFITS
Annual salary range is $64,947.72-$87,036.16. We offer a comprehensive benefits package that includes a generous monthly allowance for medical insurance; dental, vision and life insurance premiums are covered by the authority; CalPERS retirement 2% @ 62; a 457 deferred compensation plan; 12 paid sick days per year; 10 days paid annual leave per year for the first two years, and will progressively increase as years of service increase (up to 30 days per year); 45 paid floating holiday hours per year; and 13 paid holidays. Other benefits include: FSA accounts, 457(b) plan, tuition reimbursement policy Finally, the Housing Authority has 9/80 schedule available to employees, which, upon supervisor approval, allows eligible employees to have every other Friday off.
