ABOUT MARIN HOUSING AUTHORITY
Marin Housing Authority’s purpose is to assist low and moderate income people to secure and maintain quality, affordable housing. The Marin Housing Authority (“MHA”) is a small, dynamic agency, well-respected in our field. The Housing Choice Voucher and the Public Housing programs have been rated either as a high performer or a standard performer for the past few years. We serve thousands of people through a wide range of programs and services, including public housing for families, seniors and the disabled; housing choice vouchers (Section 8); supportive housing services for special needs populations; rental assistance payments; and financial and technical assistance for moderate-income first-time homebuyers and low-income homeowners.
THE POSITION
This is the professional level class within the Family Self-Sufficiency (FSS) program that coordinates assessments, referrals, and resources for clients to an array of supportive services to help households achieve self-sufficiency. For families in the FSS program, you will provide coordination for asset building services to assist households increase their earned income, including but not limited to job search, job placement assistance, financial literacy, credit building, childcare services, health services, transportation, parenting, and alcohol/drug services. case management and has acquired a sufficiently high degree of diagnostic skills necessary to perform case management skills in a wide variety of complex casework areas.
REQUIREMENTS
A valid California driver’s license and an acceptable driving record.
Example of Duties (Illustrative Only)
· Recruits, interviews and selects participants and determines eligibility;
· Makes referrals to community agencies and resources and develops final and interim goals with clients, and provides regular followup;
· Maintains client records;
· Prepares and presents reports;
· Completes monthly escrow credits for Section 8 / Public Housing;
· Writes, develops and investigates grant proposals;
· Develops FSSprogram activities including workshops, support groups and networking.
Knowledge of:
· Principles and techniques of public social service programs, including the Federal Family Self-Sufficiency Program; Federal, State and local laws, rules, policies and regulations governing public assistance programs.
· Supervisory practices and techniques; personnel policies and procedures typically used within a public services agency.
· Management techniques, procedural requirements, reporting and tracking methods used for public housing agencies.
· Socio-economic conditions and trends; current issues in the field of social services and employment.
· Principles of casework.
· Entering and maintaining all case record data via on-line computer system.
· Acquiring and applying program specific technical knowledge and knowledge of community resources.
· Analyzing and evaluating individual situations, making independent and sound decisions and taking appropriate action.
· Planning, organizing and conducting group meetings, individual and group orientations and representing the Housing Authority at community agencies and groups.
· Communicating effectively, both orally and in writing, with diverse and multicultural groups/individuals.
EDUCATION/EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent of a four-year degree from an accredited college or university in sociology, public administration, or a closely related field and two years of professional social services experience including one year working closely with clients providing support services. Experience can be substituted for education on a year-for-year basis.
COMPENSATION / BENEFITS
Annual salary range is $67,037.84-$89,837.11. We offer a comprehensive benefits package that includes a generous monthly allowance for medical insurance; dental, vision and life insurance premiums are covered by the authority; CalPERS retirement 2% @ 62; a 457 deferred compensation plan; 12 paid sick days per year; 10 days paid annual leave per year for the first two years, and will progressively increase as years of service increase (up to 30 days per year); 45 paid floating holiday hours per year; and 13 paid holidays. Other benefits include: FSA accounts, 457(b) plan, tuition reimbursement policy. Finally, the Housing Authority has 9/80 schedule available to employees, which, upon supervisor approval, allows eligible employees to have every other Friday off.
